Atmospheric Technology Services Company (ATSC) offers a reliable, high-quality small business alternative to in-house resources for government operated weather stations, instrumented sites, research support, consulting, technical and business management of government contracts. ATSC economically provides a high level of informed expertise, know-how, contacts, and confidentiality.

ATSC is a limited liability company (LLC) registered in the state of Oklahoma since July 2003. Its owner, Vicki E. Rose is a citizen of the Cherokee Nation. ATSC is a Small Business Administration (SBA) 8(a), SDB certified and a member of the Norman Chamber of Commerce.

R. Lynn Rose
R. Lynn Rose is the Managing Technical Director of Atmospheric Technology Services Company. In this role, Lynn is responsible for technical management of the company.

Lynn is an established leader in management of technical operations for government services, local and remote employees, and successful program development. He has special skills in problem solving, team development, and technical recruiting for remote locations. Lynn is known as a resourceful liaison between government, academic and private organizations. Lynn enables the successful delivery of technical sites through leadership, active operations management with follow-on analysis and evaluation.

Lynn brings rich experience to Atmospheric Technology Services Company through prior career service that included acting as the Director of Atmospheric Programs for Aeromet, Inc. and serving as the Board Director for the North Dakota Atmospheric Resource Board. Lynn began his career as a research consultant for Battelle Columbus Laboratory working with White Sands Missile Range.

  • Responsible for operations of the Kwajalein weather facilities under the DoD MSS contract for 17 years.
  • Provided Oklahoma based weather measurement group for the Department of Energy Southern Great Plains Cloud and Radiation Testbed for 5 years.
  • Currently provides assistance to the DOE ACRF-SGP site staff in monthly reporting; technical review and support in metrics, and assisting in special assignments when requested by the government Site Manager.
  • Developed and supported numerous airborne meteorological measurement programs using an instrumented jet aircraft.
  • Aided in the developed programs for atmospheric research and studies such as the State-Federal Cooperative Program, Transport Response Experiment, and airborne lidar measurements of estimates of liquid water content for high altitude tropical cirrus.
Lynn received both his Master and Bachelor of Science degrees in meteorology from the University of Oklahoma. Lynn is a member of the American Meteorology Society and the American Association for the Advancement of Science and participates in the President's Associates for the University of Oklahoma.



Vicki E. "Vic" Rose
Vicki E. "Vic" Rose is the Managing Business Director and Owner of Atmospheric Technology Services Company (ATSC). Vicki? objective is to provide business management for the company and strategically grow ATSC into an excellent place to work, a professional environment that is challenging, rewarding, creative, and respectful of ideas and individuals while providing exceptional value to clients.

Vicki previously was an EDS Service Delivery Executive for Transportation Operations of Information Technology Outsourcing (ITO) Service Delivery. Vicki was responsible for billing, service level development and reporting, communications auditing, labor tracking, productivity reporting, business integration and leveraged client support representatives.

Vicki joined EDS in July 2001 through the Sabre outsourcing acquisition. While at Sabre, Vicki served as manager of portfolio planning, manager of financial planning and as a senior financial analyst for real-time products. She transitioned from American Airlines to Sabre in 1998. At American Airlines she served as a senior financial analyst for the General Electric engine maintenance group. Prior to joining American Airlines, Vicki spent six years as a Program Analyst with Aeromet, Inc. a DoD optics and meteorological aerospace company that recently was purchased by L3 Communications. Other employment opportunities included coordination of an IPO and serving as a vice president and chief accounting officer for a group of small businesses.

Vicki is a proven leader of contract compliance for business service fulfillment of technical delivery and has achieved a reputation as a resourceful facilitator between business and technical teams. She has an in-depth understanding of activity based cost drivers for the IT, transportation and government industries. Vicki enables business delivery through the development of high performing teams.

Vicki received her Bachelor of Science degree in business administration from the University of Tulsa and a Master of Business Administration from Oklahoma City University. She is a lifetime member of the Delta Mu Delta academic business society and was elected to Who? Who among business graduate students. Vicki is a member of the Institute of Management Accountants and the University of Tulsa Friends of Finance.
